This is a simple one-off citation replacement for a single act. The translation of "Resolution" from the performative text "qərara alır" comes from the side-by-side official translations of Azerbaijan's Constitution. The title translation is just Google Translate. I replaced the double-quotes with single straight quotes for the formatting, which makes it somewhat ambiguous what is inside the quotes if you don't know the language or translation. The original template URL was dead, and while available on archive, there's no reason the text would have changed on the live site.
The eventual goal will be to make a functional {{Cite Azerbaijan law}} template, but there appears to be no correlation yet between their URIs and their document indices. Meanwhile I'll put some of the planned documentation here. A good English-language primer on Azerbaijani law is Iskandarli, Ramil „UPDATE: A Guide to the Republic of Azerbaijan Law Research“. Iskandarli (sec. 6) lists sources of law (from Constitution Article 148), and I will list the best translations I can from comparing the official translations of the current Constitution as linked above:

It will likely be important to use all legal archives available to see if any can be effectively directly linked. Iskandarli links the good ones, which I have updated here from the dead links and redirects: Ministry of Justice unified legal database, OSCE LegislationOnline (EN-translated laws), Judicial-Legal Concil portal, National Assembly, main National Archives, and the current official translated Constitution as before.
