Wikimedia Foundation Board of Trustees election 2022 - Call for Election Volunteers tahrir
The Movement Strategy and Governance team is looking for community members to serve as election volunteers in the upcoming Board of Trustees election.
The idea of the Election Volunteer Program came up during the 2021 Wikimedia Board of Trustees Election. This program turned out to be successful. With the help of Election Volunteers we were able to increase outreach and participation in the election by 1,753 voters over 2017. Overall turnout was 10.13%, 1.1 percentage points more, and 214 wikis were represented in the election.
There were a total of 74 wikis that did not participate in 2017 that produced voters in the 2021 election. Can you help increase the participation even more?
Election volunteers will help in the following areas:
- Translate short messages and announce the ongoing election process in community channels
- Optional: Monitor community channels for community comments and questions
Volunteers should:
- Maintain the friendly space policy during conversations and events
- Present the guidelines and voting information to the community in a neutral manner

The Wikimedia Foundation Board of Trustees oversees the Wikimedia Foundation's operations. Community-and-affiliate selected trustees and Board-appointed trustees make up the Board of Trustees. Each trustee serves a three year term. The Wikimedia community has the opportunity to vote for community-and-affiliate selected trustees.
The Wikimedia community will vote to fill two seats on the Board in 2022. This is an opportunity to improve the representation, diversity, and expertise of the Board as a team.

The Movement Communications and Movement Strategy and Governance teams invite you to discuss the 2022-23 Wikimedia Foundation Annual Plan, a plan of record for the Wikimedia Foundation's work.
These conversations continue Maryana Iskander's Wikimedia Foundation Chief Executive Officer listening tour.
The conversations are about these questions:
- The 2030 Wikimedia Movement Strategy sets a direction toward "knowledge as a service" and "knowledge equity". The Wikimedia Foundation wants to plan according to these two goals. How do you think the Wikimedia Foundation should apply them to our work?
- The Wikimedia Foundation continues to explore better ways of working at a regional level. We have increased our regional focus in areas like grants, new features, and community conversations. What is working well? How can we improve?
- Anyone can contribute to the Movement Strategy process. Let's collect your activities, ideas, requests, and lessons learned. How can the Wikimedia Foundation better support the volunteers and affiliates working in Movement Strategy activities?

Invitation to Hubs event: Global Conversation on 2022-03-12 at 13:00 UTC tahrir

The Movement Strategy and Governance team of the Wikimedia Foundation would like to invite you to the next event about "Regional and Thematic Hubs". The Wikimedia Movement is in the process of understanding what Regional and Thematic Hubs should be. Our workshop in November was a good start (read the report), but we're not finished yet.
Over the last weeks we conducted about 16 interviews with groups working on establishing a Hub in their context (see Hubs Dialogue). These interviews informed a report that will serve as a foundation for discussion on March 12. The report is planned to be published on March 9.
The event will take place on March 12, 13:00 to 16:00 UTC on Zoom. Interpretation will be provided in French, Spanish, Arabic, Russian, and Portuguese. Registration is open, and will close on March 10. Anyone interested in the topic is invited to join us. More information on the event on Meta-wiki.

Universal Code of Conduct Enforcement guidelines ratification voting open from 7 to 21 March 2022 tahrir

The ratification voting process for the revised enforcement guidelines of the Universal Code of Conduct (UCoC) is now open! Voting commenced on SecurePoll on 7 March 2022 and will conclude on 21 March 2022. Please read more on the voter information and eligibility details.
The Universal Code of Conduct (UCoC) provides a baseline of acceptable behavior for the entire movement. The revised enforcement guidelines were published 24 January 2022 as a proposed way to apply the policy across the movement. You can read more about the UCoC project.

Universal Code of Conduct Enforcement guidelines ratification voting is now closed tahrir
The ratification voting process for the revised enforcement guidelines of the Universal Code of Conduct (UCoC) came to a close on 21 March 2022. Over 2300 Wikimedians voted across different regions of our movement. Thank you to everyone who participated in this process! The scrutinizing group is now reviewing the vote for accuracy, so please allow up to two weeks for them to finish their work.
The final results from the voting process will be announced here, along with the relevant statistics and a summary of comments as soon as they are available. Please check out the voter information page to learn about the next steps. You can comment on the project talk page on Meta-wiki in any language. Next steps: Universal Code of Conduct (UCoC) and UCoC Enforcement Guidelines tahrir
After reviewing vote results and accompanying comments, the Community Affairs Committee decided to launch a fresh round of community consultations. After that, the refined text of the Guidelines will be put for another vote.
The comments have shown that community members unequivocally support creating a safe and welcoming culture that stops hostile and toxic behaviour, supports victims of such actions, and encourages good-faith people to be productive on the Wikimedia projects. While the results did show that support for the UCoC Guidelines exceeded the required 50%+1 vote, the comments highlighted that further revisions would be required to have strong community support to follow through with enforcement.
Therefore the Committee instructed the Foundation to:
Conduct another round of community consultations, and put the newly-refined Guidelines for a community vote.
The WMF team will seek feedback on four topics that stood out among the voter comments. You can learn more about the four topics and the Committee's findings on this Meta page.

Report on Voter Feedback from Universal Code of Conduct (UCoC) Enforcement Guidelines Ratification tahrir
Hello all,
The Universal Code of Conduct (UCoC) project team has completed the analysis of the feedback accompanying the ratification vote on the Universal Code of Conduct Enforcement Guidelines.
Following the completion of the UCoC Enforcement Guidelines Draft in 2022, the guidelines were voted on by the Wikimedian community. Voters cast votes from 137 communities, with the top 9 communities being: English, German, French, Russian, Polish, Spanish, Chinese, Japanese, Italian Wikipedias, and Meta-wiki.
Those voting had the opportunity to provide comments on the contents of the Draft document. 658 participants left comments. 77% of the comments are written in English. Voters wrote comments in 24 languages with the largest numbers in English (508), German (34), Japanese (28), French (25), and Russian (12).
A report will be sent to the Revision Drafting Committee who will refine the enforcement guidelines based on the community feedback received from the recently concluded vote. A public version of the report is published on Meta-wiki here. The report is available in translated versions on Meta-wiki. Please help translate to your language

Call for Feedback about the Board of Trustees elections is now open tahrir
The Call for Feedback: Board of Trustees elections is now open and will close on 7 16 February 2022.
With this Call for Feedback, the Movement Strategy and Governance team is taking a different approach. This approach incorporates community feedback from 2021. Instead of leading with proposals, the Call is framed around key questions from the Board of Trustees. The key questions came from the feedback about the 2021 Board of Trustees election. The intention is to inspire collective conversation and collaborative proposal development about these key questions.

Updates on the Universal Code of Conduct Enforcement Guidelines Review tahrir
Hello everyone,
The Wikimedia Foundation Board of Trustees released a statement on the ratification process for the Universal Code of Conduct (UCoC) Enforcement Guidelines.
The Universal Code of Conduct (UCoC) provides a baseline of acceptable behavior for the entire movement. The UCoC and the Enforcement Guidelines were written by volunteer-staff drafting committees following community consultations.
The revised guidelines were published 24 January 2022 as a proposed way to apply the policy across the movement. There is a list of changes made to the guidelines after the enforcement draft guidelines review. Comments about the guidelines can be shared on the Enforcement Guidelines talk page on Meta-wiki.
To help to understand the guidelines and process, the Movement Strategy and Governance (MSG) team will be hosting Conversation Hours on 4 February 2022 at 15:00 UTC, 25 February 2022 at 12:00 UTC, and 4 March 2022 at 15:00 UTC. Join the conversation hours to speak with the UCoC project team and drafting committee members about the updated guidelines and voting process.
The timeline is available on Meta-wiki. The voting period is March 7 to 21. All eligible voters will have an opportunity to support or oppose the adoption of the Enforcement guidelines, and share why. See the voting information page for more details.

Apologies for writing in English. Please feel free to translate my text.
I'm holding a global RFC regarding Sandbox link (example) at Meta: m:Requests for comment/Enable sandbox for all Wikipedias. I was told by User:Lucas Werkmeister that Uzbek Wikipedia as a large project does not have Sandbox link enabled.
- Does Uzbek Wikipedia want the Sandbox link enabled?
If there is consensus for enabling that on Uzbek Wikipedia, I will do that as part of the global settings. But if Uzbek Wikipedia does not want that, I can simply omit the Uzbek Wikipedia from my proposal. A vote in SecurePoll from 7 to 21 March 2022 is scheduled as part of the ratification process for the Universal Code of Conduct (UCoC) Enforcement guidelines. Eligible voters are invited to answer a poll question and share comments. Read voter information and eligibility details. During the poll, voters will be asked if they support the enforcement of the Universal Code of Conduct based on the proposed guidelines.
The Universal Code of Conduct (UCoC) provides a baseline of acceptable behavior for the entire movement. The revised enforcement guidelines were published 24 January 2022 as a proposed way to apply the policy across the movement. A Wikimedia Foundation Board statement calls for a ratification process where eligible voters will have an opportunity to support or oppose the adoption of the UCoC Enforcement guidelines in a vote. Wikimedians are invited to translate and share important information. For more information about the UCoC, please see the project page and frequently asked questions on Meta-wiki.
There are events scheduled to learn more and discuss:
- A community panel recorded on 18 February 2022 shares perspectives from small- and medium-sized community participants.

The Movement Strategy and Governance team of the Wikimedia Foundation would like to invite you to the next event about "Regional and Thematic Hubs". The Wikimedia Movement is in the process of understanding what Regional and Thematic Hubs should be. Our workshop in November was a good start (read the report), but we're not finished yet.
Over the last weeks we conducted about 16 interviews with groups working on establishing a Hub in their context (see Hubs Dialogue). These interviews informed a report that will serve as a foundation for discussion on March 12. The report is planned to be published on March 9.
The event will take place on March 12, 13:00 to 16:00 UTC on Zoom. Interpretation will be provided in French, Spanish, Arabic, Russian, and Portuguese. Registration is open, and will close on March 10. Anyone interested in the topic is invited to join us. More information on the event on Meta-wiki.

The template dialog in VisualEditor and in the 2017 Wikitext Editor (beta) will be improved fundamentally: This should help users understand better what the template expects, how to navigate the template, and how to add parameters.
In syntax highlighting (CodeMirror extension), you can activate a colorblind-friendly color scheme with a user setting.
Deployment is planned for May 10. This is the last set of improvements from WMDE Technical Wishes' focus area “Templates”.

Revisions to the Universal Code of Conduct (UCoC) Enforcement Guidelines tahrir
Hi all,
After the conclusion of the community vote on the guidelines in March, the Community Affairs committee (CAC) of the Board asked that several areas of the guidelines be reviewed for improvements.
Having analysed the comments of community members who participated in the vote on the Guidelines for implementing the UCoC, the CAC decided to launch another round of community consultations. Upon completion of these consultations, the community will have an opportunity to vote on the revised UCoC Implementation Guidelines.
According to the analysis, the comments highlighted three critical groups of questions:
1. On (mandatory) training in the UCoC and its Guidelines;
2. On balancing privacy protection and due process;
3. On the requirement that certain groups of users affirm they will acknowledge and adhere to the Universal Code of Conduct.

Revisions to the Universal Code of Conduct (UCoC) Enforcement Guidelines tahrir
Hello all,
We'd like to provide an update on the work on the Enforcement Guidelines for the Universal Code of Conduct. After the conclusion of the community vote on the guidelines in March, the Community Affairs committee (CAC) of the Board asked that several areas of the guidelines be reviewed for improvements before the Board does its final review. These areas were identified based on community discussions and comments provided during the vote. The CAC also requested review of the controversial Note in 3.1 of the UCoC itself.
Once more, a big thank you to all who voted, especially to all who left constructive feedback and comments! The project team is working with the Board to establish a timeline for this work, and will communicate this next month.
Members of the two prior UCoC Drafting Committees have generously offered their time to help shape improvements to the Guidelines. You can read more about them and their work here, as well as read summaries of their weekly meetings in 2022.
Wikimedians have provided many valuable comments together with the vote and in other conversations. Given the size and diversity of the Wikimedia community, there are even more voices out there who can give ideas on how to improve the enforcement guidelines and add even more valuable ideas to the process. To help the Revisions committee identify improvements, input on several questions for the committee’s review is requested. Visit the Meta-wiki pages (Enforcement Guidelines revision discussions, Policy text revision discussions) to get your ideas to the Committee - it is very important that viewpoints are heard from different communities before the Committee begins drafting revision proposals.

Below is background information about Section translation, why we have chosen your community, and how to test it.
Background information
Content Translation has been a successful tool for editors to create content in their language. More than one million articles have been created across all languages since the tool was released in 2015. The Wikimedia Foundation Language team has improved the translation experience further with the Section Translation. The WMF Language team enabled the early version of the tool in February in Bengali Wikipedia. Through their feedback, the tool was improved and ready for your community to test and help us with feedback to make it better.
Section Translation extends the capabilities of Content Translation to support mobile devices. On mobile, the tool will:
- Guide you to translate one section at a time in order to expand existing articles or create new ones.
- Make it easy to transfer knowledge across languages anytime from your mobile device.
Uzbek Wikipedia seems an ideal candidate to enjoy this new tool since data shows significant mobile editing activity.
We plan to enable the tool on Uzbek Wikipedia in the coming weeks if there are no objections from your community. After it is enabled, we’ll monitor the content created with the tool and process all the feedback. In any case, feel free to raise any concerns or questions you may already have in any of the following formats:

Vote for Election Compass Statements tahrir
Hi all,
Volunteers in the 2022 Board of Trustees election are invited to vote for statements to use in the Election Compass. You can vote for the statements you would like to see included in the Election Compass on Meta-wiki.
An Election Compass is a tool to help voters select the candidates that best align with their beliefs and views. The community members will propose statements for the candidates to answer using a Lickert scale (agree/neutral/disagree). The candidates’ answers to the statements will be loaded into the Election Compass tool. Voters will use the tool by entering in their answer to the statements (agree/disagree/neutral). The results will show the candidates that best align with the voter’s beliefs and views.
Here is the timeline for the Election Compass:
July 8 - 20: Volunteers propose statements for the Election CompassJuly 21 - 22: Elections Committee reviews statements for clarity and removes off-topic statements- July 23 - August 1: Volunteers vote on the statements
- August 2 - 4: Elections Committee selects the top 15 statements
- August 5 - 12: candidates align themselves with the statements

Delay of the 2022 Wikimedia Foundation Board of Trustees election tahrir
Hi all,
I am reaching out to you today with an update about the timing of the voting for the Board of Trustees election.
As many of you are already aware, this year we are offering an Election Compass to help voters identify the alignment of candidates on some key topics. Several candidates requested an extension of the character limitation on their responses expanding on their positions, and the Elections Committee felt their reasoning was consistent with the goals of a fair and equitable election process.
To ensure that the longer statements can be translated in time for the election, the Elections Committee and Board Selection Task Force decided to delay the opening of the Board of Trustees election by one week - a time proposed as ideal by staff working to support the election.
Although it is not expected that everyone will want to use the Election Compass to inform their voting decision, the Elections Committee felt it was more appropriate to open the voting period with essential translations for community members across languages to use if they wish to make this important decision.
The voting will open on August 23 at 00:00 UTC and close on September 6 at 23:59 UTC.

Revised Enforcement Draft Guidelines for the Universal Code of Conduct tahrir

The Universal Code of Conduct Enforcement Guidelines Revisions committee is requesting comments regarding the Revised Enforcement Draft Guidelines for the Universal Code of Conduct (UCoC). This review period will be open from 8 September 2022 until 8 October 2022.
The Committee collaborated to revise these draft guidelines based on input gathered from the community discussion period from May through July, as well as the community vote that concluded in March 2022. The revisions are focused on the following four areas:
- To identify the type, purpose, and applicability of the UCoC training;
- To simplify the language for more accessible translation and comprehension by non-experts;
- To explore the concept of affirmation, including its pros and cons;
- To review the balancing of the privacy of the accuser and the accused
The Committee requests comments and suggestions about these revisions by 8 October 2022. From there, the Revisions Committee anticipates further revising the guidelines based on community input.

Everyone may share comments in a number of places. Facilitators welcome comments in any language on the Revised Enforcement Guidelines talk page. Comments can also be shared on talk pages of translations, at local discussions, or during conversation hours. The facilitation team supporting this review period hopes to reach a large number of communities. If you do not see a conversation happening in your community, please organize a discussion. Facilitators can assist you in setting up the conversations. Discussions will be summarized and presented to the drafting committee every two weeks. The Vector 2022 skin as the default in two weeks? tahrir
Hello. I'm writing on behalf of the Wikimedia Foundation Web team. In two weeks, we would like to make the Vector 2022 skin the default on this wiki.
We have been working on it for the past three years. So far, it has been the default on more than 30 wikis, including sister projects, all accounting for more than 1 billion pageviews per month. On average 87% of active logged-in users of those wikis use Vector 2022.
It would become the default for all logged-out users, and also all logged-in users who currently use Vector legacy. Logged-in users can at any time switch to any other skins. No changes are expected for users of these skins.

About the skin tahrir
[Why is a change necessary] The current default skin meets the needs of the readers and editors as these were 13 years ago. Since then, new users have begun using Wikimedia projects. The old Vector doesn't meet their needs.
[Objective] The objective for the new skin is to make the interface more welcoming and comfortable for readers and useful for advanced users. It draws inspiration from previous requests, the Community Wishlist Surveys, and gadgets and scripts. The work helped our code follow the standards and improve all other skins. We reduced PHP code in Wikimedia deployed skins by 75%. The project has also focused on making it easier to support gadgets and use APIs.
[Changes and test results] The skin introduces a series of changes that improve readability and usability. The new skin does not remove any functionality currently available on the Vector skin.
- The sticky header makes it easier to find tools that editors use often. It decreases scrolling to the top of the page by 16%.
- The new table of contents makes it easier to navigate to different sections. Readers and editors jumped to different sections of the page 50% more than with the old table of contents. It also looks a bit different on talk pages.
- The new search bar is easier to find and makes it easier to find the correct search result from the list. This increased the amount of searches started by 30% on the wikis we tested on.
- The skin does not negatively affect pageviews, edit rates, or account creation. There is evidence of increases in pageviews and account creation across partner communities.

How can editors change and customize this skin? tahrir
It's possible to configure and personalize our changes. We support volunteers who create new gadgets and user scripts. Check out our repository for a list of currently available customizations, or add your own.

- Our team intends to make the new skin the default across all the wikis, including English and Russian Wikipedias. Since 2019, we have been building it in collaboration with the communities. The step of making it the default isnʼt different. Although many things present in the skin are already built with individual editors and communities, thereʼs a chance that these may be improved further. So if you have specific concerns, please share.
- If you — individual Wikipedians — prefer other skins, thatʼs fine. We will not remove older skins, we will not force you to use Vector 2022. We would only like to make Vector 2022 the new default.
- What do you think about that? I hope we will continue this conversation.

Uzbek surpassed Russian in pageviews in Uzbekistan tahrir
Hello, apologies for writing in English. As you see I am from el.wiki, but interested on UzWiki as well. In November, according to stats.wikimedia.org, Uzbek Wikipedia garnered 11.4 million pageviews in Uzbekistan, while Russian got 11.1 million pageviews in the same country. This is the first time that a Central Asian language overtakes Russian in its country in any given month.
Until summer Uzbek will surpass Russian in various months while after September 2023 the lead will become more stable and larger, based in an elaboration of today's trends. In order to further improve this lead and the general quality of Uzbek Wikipedia, a suggested step is to undertake efforts to expand existing articles, either as a part of WikiStipendiya, or independently. @Nataev va Malikxan: Thank you for your response. The momentum will be kept in a good degree in the next months and years, given that Uzbek grows in a faster pace than Russian in pageviews (check Rtfroot's diagram in the page about Uzbek Wikipedia) but better quality is extremely important to bolster the lead (e.g. O’zME has many obsolete information that many pages copy exactly). Uzbek based in my calculations will fully displace Russian from the lead year round about 2025-26. I also suggest that the Uzbek community should also make efforts to create standalone Uzbek Wikisource and Wikivoyage for example, given the great demand that they have (Uzbek Wiktionary has around 500 thousand pageviews right now, while Greek has all the 8 projects, and all of those have a lot of demand). Of course these projects will spend months in incubator months before approval, but I think it is the right time for a more serious effort on this by the Uzbek community. I also saw the announcement on your social media, it was very good. Anyway, continue your good work, for overtaking us (Greek is my native wiki) and congratulations for another time.
@Perohanych: I have witnessed that the difference between Russian and Ukrainian Wikipedia has fell spectacularly since the invasion (e.g. the difference between Russian and Ukrainian was in August 45 million instead of 70 or 72 previous year). It is already obvious that Ukrainian is first in western Ukrainian oblast such as Lviv, Ivano Frankivsk, Zakarpatia etc. But there is also a possibility to overtake them for the first time in around March or April 2023 when there is the spring peak of the pageviews and when Uzbek had its closest distance behind Russian before the November achievement (10 to 9 million). Note that you must click the download button in Wikistats to see the country specific information rounded to nearest thousand because in the site we see the numbers rounded to the nearest million (e.g. as Russian had 89.9 million pageviews in Ukraine last November, it will show 90 million· another example is from Greece when English had 33.6 million pageviews but the number was rounded to 34 million, thus slightly misleading the reader).

@Perohanych: I assume that Greek is around in the 35th position, while Uzbek roughly around the top 65. Greek has approximately 38 to 40 million pageviews right now per month. Greek is the most popular Wikipedia in Greece for a small margin. But I don't think that you have omitted any Wikipedia with more pageviews than Ukrainian.
Personally I would like to see a list showing the pageviews of Wikipedia by region of Ukraine/Greece/Uzbekistan etc. I assume that in some oblasts of Western Ukraine Ukrainian is the most popular already. Anyway, how is the situation in Ukraine now? I see that due to the recent Russian Ukrainian goes up to 3.5 million pageviews instead of 4.1 to 4.3 that usually was recorded. Movement Charter: End of the community consultation round 1 tahrir
Hi everyone,
On behalf of the Movement Charter Drafting Committee (MCDC), we would like to thank everyone who has participated in our first community wide consultation period on the Movement Charter.
People from across the Movement shared their feedback and thoughts on the content of the Movement Charter. If you have not had the chance to share your opinion yet, you are welcome to do so still by giving the drafts a read and filling out the anonymous survey, which is accessible in 12+ languages. The survey will close on January 2, 2023.
What’s next?
The Movement Strategy and Governance team will publish the final report with the summary of the feedback received in January 2023. It will be shared with the MCDC and the communities via different distribution channels.
After receiving the final report, the MCDC will review the suggestions and communicate the changes by providing an explanation on how and why suggestions were or were not adopted in the next versions of the drafts. There will be additional ways to engage with the Movement Charter content in 2023, including early feedback on a proposed ratification process and new drafts of different chapters in the second quarter of 2023.

Interested people can still sign-up to become a Movement Charter Ambassador (MC Ambassador) to support their community. You are humbly invited to organize the Feminism and Folklore 2023 writing competition from February 1, 2023, to March 31, 2023 on your local Wikipedia. This year, Feminism and Folklore will focus on feminism, women's issues, and gender-focused topics for the project, with a Wiki Loves Folklore gender gap focus and a folk culture theme on Wikipedia.
You can help Wikipedia's coverage of folklore from your area by writing or improving articles about things like folk festivals, folk dances, folk music, women and queer folklore figures, folk game athletes, women in mythology, women warriors in folklore, witches and witch hunting, fairy tales, and more. Users can help create new articles, expand or translate from a list of suggested articles.
Organisers are requested to work on the following action items to sign up their communities for the project:
- Create a page for the contest on the local wiki.
- Set up a fountain tool or dashboard.
- Create the local list and mention the timeline and local and international prizes.
- Request local admins for site notice.
- Link the local page and the fountain/dashboard link on the meta project page.
This year we would be supporting the community's financial aid for Internet and childcare support. This would be provided for the local team including their jury and coordinator team.
